In their first Ministerial Meeting on Avian and Influenza Pandemics in Da Nang, Viet Nam in 2006, Ministers adopted the APEC Action Plan on the Prevention and Response to Avian and Influenza Pandemics to strengthen the ability of member economies to effectively prevent, prepare for and mitigate the impact of avian influenza and a possible influenza pandemic through the five main elements. The Leaders later endorsed the Action Plan and affirmed their commitment to its implementation. Ministers strongly encouraged that economies work individually and cooperatively to implement the Action Plan. Ministers also asked SOM to task HTF to develop a report on the implementation of this Action Plan in 2007.

Following Leaders' and Ministers' instructions and preparing for the development of the above-mentioned report, Viet Nam proposes to hold the Workshop 'Implementation of APEC Action Plan on the Prevention and Response to Avian and Influenza Pandemics: Progress review and building capacity for future work', which will tentatively take place on 21-22 May 2007 in Ha Noi, Viet Nam. The main objective of this workshop is to create opportunity for member economies to share information on the implementation of the Action Plan; identify capacity building needs; discuss priority areas of work; and discuss future capacity building activities and work to ensure the effective and successful implementation of the Action Plan.

The workshop outcomes will serve as a valuable reference for HTF in developing the progress report to submit to SOM III.
