The 6th APEC High Level Meeting on Health and the Economy

The 6th APEC High Level Meeting on Health and the Economy will be held on 20-21 August 2016 in Lima. The theme of the meeting is Advancing in the Implementation of the Healthy Asia Pacific 2020 to Support the 2030 Sustainable Development Goals, which comprises two Keynote Addresses and six Panel Discussions.

The Two keynote Addresses are “The common challenges facing HAP2020 implementation and the achievement of the SDG Health” and “Working in Partnership towards the SDG Health Goals and Healthy Asia Pacific 2020.” The followed six Panel Discussions respectively are

  • Setting the Scene: The common challenges facing HAP2020 implementation and the achievement of the SDG Health - Perspectives of APEC Economies; 
  • Making the Case for Investment in Sustainable and High-Performing Health Systems;
  • Innovative Approaches to Finance Health and Health Systems Sustainability; 
  • Embracing innovation and data to support decision-making and health systems strengthening; 
  • Working Across Government for HAP2020 and SDG Health; and 
  • Enhancing Multisectoral Collaboration to Support HAP2020/SDG Health.

2016 The Second Health Working Group Meeting

The second Health Working Group (HWG) Meeting will be held from 19-20 August 2016 in Lima, Peru. During the meeting, the 1st HWG Meeting in Lima, 2016 Health Policy Dialogue and 2016 HWG Work Plan will be reviewed.

In addition, during the 2nd HWG Meeting, the following issues will be discussed:

  • The Implementation of the HWG Strategic Plan; 
  • The Implementation Plan for the Roadmap of Working towards a Healthy Asia Pacific 2020; 
  • Guidelines for Engagement between the HWG and the Private Sector;

2016 The first Health Working Group Meeting

The first Health Working Group (HWG) Meeting took place from 27-28 February, 2016 in Lima, the Peru. Under the HWG Chairmanship of Dr. Victor Cuba, HWG reviewed health deliverables in 2015 and set forth HWG’s work plan for 2016.

During the meeting, the 2016-2020 HWG Strategic Plan was adopted. In addition, the Guidelines for Engagement between the Health Working Group and the Private Sector was discussed and endorsed. Also, the 2016 HWG calendar of events was presented during the meeting.

Furthermore, the new HWG Concept Notes for 2016 Session 2 were introduced by Russia, Chinese Taipei, Vietnam, and Singapore respectively during the meeting.

2015 Second Health Working Group Meeting

The Second Health Working Group Meeting took place from 28-29 August, 2015 in Cebu, the Philippines.

 Under the HWG Chairmanship of Mr. Li Mingzhu, HWG reviewed HWG calendar events of the year of 2015 and work plan as well as updated the Terms of Reference and the development of the new Strategic Plan 2016-2020.

The major updates of Terms of Reference are on the mandate, goal and objectives as well as Modalities for Cooperation. The development of the new Strategic Plan 2016-2020 is led by Australia and Viet Nam; and the next steps of devising new Strategic Plan will be formation of Drafting Group to develop the Strategic Plan. It is expected to be approved by HWG at SOM I, 2016.

During the meeting, there are seven projects seeking for APEC funding for session 1, 2016. In the end of the meeting, HWG elected the 2016-2017 HWG Chair, and Dr. Victor Raul Cuba Ore was voted to be the next HWG Chair.

The 5th APEC High Level Meeting on Health and the Economy

Health Ministers of Indonesia, Papua New Guinea, the Philippines, and Chinese Taipei; the Vice Health Minister of Vietnam; the Deputy Finance Minister of the Philippines; the Deputy Science and Technology Minister of Chinese Taipei; senior officials; academic and industry leaders; non-health sectors; representatives of non-governmental and international organizations met in Cebu, Republic of the Philippines on 30-31 August 2015 for the Fifth APEC High Level Meeting on Health and the Economy (HLM5) to discuss the Critical Success Factors (CSFs) that will help APEC member economies achieve the goals set forth in the “Healthy Asia Pacific 2020 Initiative.”

After the meeting, recognize the critical role of health in economic development, they make a joint statement and propose nine recommendations to APEC Ministers and Leaders for consideration.

2015 First Health Working Group Meeting

The first Health Working Group Meeting took place from 26-27 January, 2015 in Clark, the Philippines.

Under the HWG Chairmanship of Mr. Li Mingzhu, HWG reviewed health deliverables in 2014 and set forth HWG’s work plan for 2015. Responding to the supports from APEC leaders, the host economy, the Philippines has also led discussions on drafting a “Roadmap of working towards Healthy Asia Pacific 2020”.

During the meeting, a new prioritization guideline which allows in-session ranking for concept notes was practiced for the first time. To ensure transparency of the process, results of the ranking was announced in-session for endorsement before reporting to the Budget and Management Committee for consideration.

To further align HWG operations with APEC priorities and current health issues, the first HWG meeting has also initiated programs to update the Terms of Reference of HWG and devise the HWG 2016-2020 Strategic Plan.

Health-related Issues in the 22nd APEC Economic Leaders’ Declaration

As a result of the 22nd APEC Economic Leaders’ Meeting took place in Beijing, China, the 22nd APEC Leaders’ Declaration was released under the theme “Shaping the Future through Asia-Pacific Partnership”.

Health-related issues were addressed in the Declaration in the paragraphs on “Inclusive support” from this year’s APEC priority: “Promoting Innovative Development, Economic Reform and Growth”.

In terms of health-related topics, the APEC leaders have:

  1. endorsed “Healthy Asia-Pacific 2020” initiative aiming to achieve sustainable and high-performing health systems through “whole-of government” and “whole-of society” approach;
  2. called on the region to confront recent Ebola Virus epidemic by helping the affected nations and figuring out measures to respond more effectively to future outbreaks;
  3. commended the efforts and progress made in reinforcing food security and food safety in the region;
  4. urged further cooperation and networking of member economies in disaster preparedness, risk reduction, response and post-disaster recovery, and cooperation in search and rescue.

Health Related Events in SOM 3

The Third Senior Officials' Meeting (SOM 3) and Related Meetings is taking place in Beijing, China from August 6th to 22nd. Health related events during SOM 3 include the Second APEC Health Working Group Meeting 2014 (August 12th-13th), HWG Policy Dialogue (August 14th), and the fourth High Level Meeting on Health & the Economy (August 15th) organized jointly by Health Working Group and Life Sciences Innovation Forum.

The meetings will cover the following:

  1. In addition to HWG project updates, HWG Meeting will discuss a new proposal regarding new guidelines for prioritization of concept notes and explore cross cutting issues and collaboration opportunities with other APEC fora.

  2. This year’s Policy Dialogue has arranged a full-day agenda on Universal Health Coverage. Topics to be discussed include health financing, primary healthcare, and traditional and complementary medicine.

  3. HLM4 will focus on “Healthy Asia Pacific 2020” initiative proposed by host economy China. It is expected to generate recommendations for Ministers and Leaders with a APEC-wide comprehensive approach to support Universal Health Coverage and in turn contribute to sustainable economic development.

3rd APEC High Level Meeting on Health and the Economy (HLM3)

The 3rd APEC High Level Meeting on Health and the Economy (HLM3), hosted by Dr. Nafsiah Mboi, Health Minister of Indonesia, was held in Bali, Indonesia on 24-25 September 2013. The event was attended by Minister of Health of Brunei, Chinese Taipei, and Malaysia, together with senior officials, experts, and delegates from member economies. It focused on discussing the role of health in the economy; thinking in terms of the return on investment in health—in an efficient and sustainable way.

The two-day meeting covered topics that outlined key factors of maintaining a sustainable health system which include financing, cost-effectiveness (assessment), disease cost drivers, and response to technology shifts or aging society. Through discussions and experience-sharing, member economies aimed to develop strategies that could serve as a model of Sustainable Healthcare System through Universal Health Coverage.

APEC Conference on the Innovation, Achievement and Sustainable Development in Public Health Emergency Response Systems 10 years after SARS Epidemic

Over two thrid of APEC member economies were struck by SARS and have since begun to strengthen their respective disease surveillance system, trainings of public health workers, and relevant reforms of public health system in order to increase their capacity to respond to public health emergency events. After committing 10 years of hard work in improving public health preparedness system, now is the right time to share and discuss the successes and lessons learned following the outbreak. Hence, Chinese Taipei proposed the project of 「APEC Conference on the Innovation, Achievement and Sustainable Development in Public Health Emergency Response Systems 10 years after SARS Epidemic」 in the APEC Health Working Group meeting earlier this year and has received support and funding from the APEC.

The conference was held in Taipei on 5-6 July 2013 successfully. The conference gathered 31 delegates from 15 APEC member economies, including Australia, Brunei Darussalam, Canada, Chile, China, Indonesia, Japan, Korea, Malaysia, Papua New Guinea, Peru, the Philippines, Thailand, the United States, and Vietnam, 1 delegate from the United Kingdom (non-APEC economy), and about 90 domestic experts. This conference has proven APEC an excellent platform to gather experts from APEC member economies to exchange information and share experiences in public health emergency response system.
